A meeting was held at the SCCOA office on West California Avenue regarding the published opinion of the Arizona Court of Appeals on April 28th 2026.

Presidents report.

  1. Boards can no longer vote or make final decisions in executive/closed sessions.
  2. Executive/closed session is now for discussions only.
  3. Executive/closed session agendas must now describe the topic.
  4. All board decisions must now be made in an open board meeting with proper notice and agenda.
  5. Boards must list all action items on the open meeting agenda.

The Palmotillo board has been using the same agenda for open board meetings. 

Going forward from May of 2026 we will be following the same agenda, but the order may be ordered differently.

If there are any additions to the basic format you see here, such as an executive board summary from a closed board meeting where a vote is needed, there will be a notice to all Palmotillo residents posted at least 48 hours before taking place and no voting/decisions are to be had.

All meetings are “spectators only” once the home owners forum has closed.  The forum for home owners is to last about 5 to 10 minutes if there is discussion.
