Regular Board Meeting
A regular board meeting was held on March 12th 2026 at Karl Liebmann's residence.
Karl Liebmann, Kathy Zimmer, Sally Atherton, Airlin De Vos, Melanie Biesecker and Tracy Mahrer were present.
Meeting was called to order at 9:30
Mary had concerns about the weeds. Airlin advised the landscapers had been spraying as was he. Tracy stated that it was not hot enough for the weed killer to be effective. Measures will continue to address the weeds.
Cam voiced her appreciation for the great job on the shed to Airlin and Jeanie. Also for the new roof on south building near Palmeras, and for landscaping, She also had concerns for the sprinkler in front of her residence, noting that there still appears to be a problem. Lopez landscaping was subsequently notified and repaired the problems on March 21st.
2. Last minutes unanimously approved.
3. Landscaping: Will continue as monies are available.
4. Finances: CD was renewed
Roof charges were approved and paid
Prices for wood and paint for the shed increased an additional $400.00 was approved.
5. New Business: AT THIS TIME, there is no need for roof assessments. Things can change and you will be updated. To view the roofing plan, please visit the website (palmotillo.com).
Also on the website is the definition for common areas. Please review and note that there is a form to be completed by homeowners for any plant or changes to common areas.
6. Airlin asked about the budget for black top. The board will review.
7. Tracy mensioned that there is a program for property tax freeze. Cath Reel provided the phone number you can call for Senior Valuation Protection. 602-506-3406

Regular Board Meeting
A regular board meeting of the Palmotillo Condo Association was held on Thursday February 12th 2026 at Karl Liebmann's residence.
Meeting was called to order at 9:30 A.M.
Karl Liebmann, Tracy Mahrer, Kathy Zimmer, Sally Atherton, Melanie Biesecker and Airlin De Vos were present.
1. Public comments- Marie Kelson attended the meeting. She was concerned as to when the irrigation water was on for the bushes in front of her lot. Karl explained the (years beginning water schedule) for all of Pistol court and that it will change with the weather. It was also explained that the irrigation system is regularly checked by Airlin and Karl and that repairs are made at the earliest possible times. What cannot br repaired in an appropriate time by our board members, the landscapers are notified and come out to make repairs. Marie also asked for an explanation of what common areas are. Kathy explained that there will be a memo soon to all residents regarding what is your lot and what is common area.
2. Last months minutes-Last month's minutes were unanimously approved.
3. Finances – Karl made a motion that we upgrade the website at a cost of $15 per month to have more usefulness and flexibility. Tracy suggested we try fro one year to see if it’s worthwhile. The motion was unanimously approved.
4 Landscaping- - Airlin submitted a design to build a more useful, larger and longer lasting shed that will be in an area not so easily hit by a car. The cost would be about $700 more than what is allocated at this time. After looking at the benefits vs. cost, the monies were unanimously approved. Airlin also discussed desert landscaping and what we’re looking at to complete Ocotillo and 102nd drives along with additions to 99th drive. This is an ongoing project to be discussed again at the next meeting.
5. Roofing- Over the course of the last “approximately” nine years, one of the 10 roofs we have appears to be in need of replacement. The roof on the west side of Windy court has 4 units under it that might possibly have leaks soon if the replacement isn’t made. This constitutes about 8% of the total roof area in Palmotillo. A committee of two, Airlin and Tracy, will oversee this project. It was also suggested that we put all the leftover money from the roofing reserves into a CD to maximize our capitol to that reserve account. Sally will look into the details on how or if this can be accomplished.
6. Misc.- Peggy Martin submitted an Architectural Change Form for her gate to the alley and it was approved. We discussed changes to the CC&Rs as proposed by Peggy Martin. We would like to add more changes and ran late this meeting so we’ll be discussing these further next month.
It was noted that many plants were planted along the rocky area on Palmeras drive. While these plants look nice now, the concern is that the board wasn’t notified and had no input on maintenance of these plants. There is a Landscaping Request to Board of Management form that we suggest all interested use when planting plants in common areas. This is available to everyone by just asking a board member.
There are more leaks under the curbing located on Palmeras drive. These will be fixed as time allows.
We’re in the process of revising our Palmotillo residents contact list. If anyone feels there is any change needing to be made to their contact information, please contact Kathy or Karl to have your changes be official.

Annual Meeting 2026
The Annual Board Meeting for Palmotillo Condo Association was held on Saturday January 10th 2026 in the SCCOA meeting room in Youngtown AZ.
The meeting was called to order at noon.
There were twenty owners present along with the 5 board members, Karl Liebmann, Kathy Zimmer, Sally Atherton, Airlin De Vos and Melanie Biesecker.
There were 31 Ballots and a quorum was met.
1. Last minutes were unanimously approved
2. Treasurers report was given by Sally Atherton, everyone had a copy of the Budget
3. Patrick Sheridan and Melanie Biesecker tabulated the ballots
4. Voting by ballot was as follows
• New Monthly assessment from $285 to $300 approved 22 Yes and 9 no
• Budget for 2026 was approved 25 for and 6 against
• Board members
• Karl Liebmann 24 to 7
• Airlin De Vos 28 to 3
• Sally Atherton 31 to 0
• Kathy Zimmer 31 to 0
• Melanie Biesecker 26 to 5
• Tracy Mahrer write in with approval by all but two. Tracy accepted the vice chair position.
5. Public comments
Maria Martino voiced concern over the north wall dirt pile where it appeared someone had dumped debris and it looked bad. Many agreed that should be cleaned better. Subsequent to this meeting the area was cleaned up by Airlin and Jeanie De Vos.
Cam Hartly and Mary Springer asked why some bushes are still being box cut. The board responded by letting all know that not everyone wanted their bushes rounded. Much discussion was had during this time. There was no definitive resolution.
Marie Kelson asked why the landscapers are not fixing the broken pipes. One member of the meeting said she had a broken bubbler head recently in front of her home and the board had the landscapers over very quickly. Another member expressed that the landscapers do the same now as did the company before, if they break something they immediately fix it. Karl mentioned that if he sees any broken standoffs, bubbler heads or sprinkler heads he either fixes it or has the landscapers repair when they return. NOTE: any broken pipes are repaired by the landscapers but are recognized first by the board who contact the landscapers to schedule repair times.
The topic of desert landscaping came up. For the year 2025 desert landscaping went over budget due to a miscommunication between the previous board the current board. There will be more landscaping this year. Cam Hartly commented on the work done in front of Roto court and asked why the other courtyards were treated differently. Zoe Arnold did mention that other areas such as Pistol court had replaced and added flowering plants and they looked good. It was mentioned that there were trees added to 99th drive and Ocotillo. With the high energy of this discussion, what was not mentioned is that the monies spent this last year to put rock on 102nd drive along with the trees, bushes and other plants along 102nd drive, Ocotillo and 99th drive was a fraction of what was spent on Palmeras drive where the grass was previously removed.
There were some questions relating to the 2026 budget. Marie Kelson asked why there isn’t a resident audit on the budget. Patrice Massie stated this has never been done and was unaware of this rule. Sally Atherton has agreed to meet with Marie to review her concerns.
The roof is an integral part of the budget to say the least. As we should all know by now this has been a hot topic since the last roof was installed over the previous bad roof years ago. We grapple with the task of keeping our 10 roofs from getting worse.
Many of you already know that Karl and Airlin make repairs whenever possible saving all of us a great deal of money. Airlin went into great detail explaining many of the roof problems we’re facing and how we’re dealing with them.
Peggy Martin shared some insight into the ultimate reality of having to get a loan or to have assessments to finance our way out of this problem. She suggested replacing the ten roofs one at a time instead of all at once so as to defer the costs. Peggy also stated that some condo associations went to foam roofs and we should look into that also. Thank you Peggy, all options are on the table at this time.
Patrice Massey asked about having signs in windows. Further clarification was had as the signs she was asking about were fire department stickers and emergency information labels for windows that the rescue vehicles might need to see and those are appropriate. Section 12, paragraph 11 of our bylaws address this and the word sign may need to be defined better.
Patrice also asked about decorative bottles or crockery displayed on the garden walls. This is not an issue with the existing board and if you look at section 12 paragraph 12 you will see that these things should not be there. The reasoning is clear but not logical and Peggy Martin gave us the perspective of the insurance company stating that they had no concerns. All in all, Karl pointed out that the word “Should” is key here. The words “Shall or Must” are not in use so as to give us only a suggestion. Peggy made the point that she had started the process of modifying some parts of the bylaws last year but they were not followed through with. Section 12 paragraph 12 may be a good addition to her other changes as we look to the future.
Regularly throughout the meeting Karl suggested many complaints could be remedied by merely joining our committees for issues that require many hands and minds.

To mitigate any confusion, there will be a future communication regarding a summary of what constitutes “common areas” as applies to plantings/decorations around residential units. This will be according to our bylaws regarding where the boundaries are that become the responsibility of the Palmotillo COA board to maintain.

3. Finances - Budget is in order.
4 Landscaping- - The dead tree in Windy court was removed. 50 New and larger sprinkler heads were purchased to accommodate the longer grass in some areas.
5. The next meeting will be the Annual Meeting on the 10th of January 2026

October. 9th 2025
A regular board meeting of the Palmotillo Condo Association was held on Thursday October 9th 2025 at Karl Liebmann's residence.
Meeting was called to order at 9:30 A.M.
Karl Liebmann, Kathy Zimmer, Sally Atherton and Airlin De Vos were present.
1. Public comment - No Public Comments.
2. Last month's minutes were unanimously approved.
3. Finances - Budget is in order.
4. Landscaping - A tree had died in Windy court. There is a plan to remove the tree. The leak in front of 9938 Palmeras has been fixed.
More leaking sprinkler heads were repaired by Karl, mostly along Ocotillo. Many heads were re-positioned to water the lawn better.
5. Roofing - Repairs were completed on the roof over the garage at 17450 99th Dr. All the damaged shingles were replaced just in time for the “much needed” rain we have had in early October.
New leaks were found and fixed at three locations, 17439 102nd Dr. around a sky light, 17446 99th Dr. around a sky light, 10027 around the air conditioner.
The sky light leak at 17435 102nd Dr. that was previously repaired, had no leaks during the recent rain. 😃
We're happy to say these problems were all solved “in house” without hiring expensive roofers, landscapers or handy men. This is good news for the budget.
6. Misc - While repairing the roof, Airlin and Karl found that only a few owners have had their gutters cleaned. Remember that mosquitoes and other nasties breed in the wet muddy “UNCLEANED” gutters.
7. Old Business - A motion was made by Airlin to have rat boxes put in the attic areas of all buildings along with wire mesh over all vents and sewer pipes on the roofs. This will be revisited next meeting.
8. New Business - There will be a Halloween party in Roto Court on Sunday November 2nd at 3:30PM. Please join us and bring a dish to pass.

Sept. 11th 2025
A regular board meeting of the Palmotillo Condo Association was held on Sept. 11th 2025 at Karl Liebmann's residence.
Meeting was called to order at 9:30 A.M.
Karl Liebmann, Kathy Zimmer, Melanie Biesecker, Sally Atherton and Airlin De Vos were present.
1. Public comment - Jo Kuykendall was present to discuss issues with rats that were reiterated by next door neighbors Ken and Kyle. Our quarterly exterminators visit was the next day and steps were taken.
2. Finances - Budget in order and motion to roll over the CD was approved.
3. The minutes for July were unanimously approved.
4. Landscaping - No repair costs last month.
5. Roofing - On Sept. 14th three days after this meeting, Zoe Arnolds pergola had been lifted by wind to the roof (upside down) then blew back on to the patio. The roof above Zoes place was undamaged but the wind took the shingles over the Griswolds garage and ripped them back a few feet. There was also damage to the air conditioning drains along that section but have been mostly repaired till a more permanent solution can be had. The shingles will be replaced as soon as we can get new ones and implement repairs ourselves. We don't at this time expect to have to pay a company or handyman for these repairs, just cost of materials. All ten roofs were inspected for damage and no other issues were observed.

PS. Two new major leaks were found, one on Palmeras drive outside Windy court and one outside Pistol court. Ongoing efforts (to mitigate the cost to repair) and (plan to avoid future issues) are in the works.
